1、中国人民银行数字货币研究所所长穆长春在2021年中国发展高层论坛上表示，数字人民币是数字形式的法定货币，可控匿名是数字人民币的重要特征。可控匿名的第一层含义就是匿名，满足合理的匿名需求，数字人民币可以在技术上实现小额匿名。数字货币对各个机构来说是完全匿名的。
