中国人民大学金融科技与互联网安全研究中心主任杨东指出，应区分比特币等虚拟货币与区块链技术。关停虚拟货币交易所、禁止比特币平台交易，与当前大力发展区块链并不冲突；只有驱逐假借区块链之名，利用虚拟货币交易平台等工具进行的传销、非法集资等金融犯罪，才能为区块链应用的落地发展创造一个健康良好的金融科技生态环境。
The Director of the Centre for Financial Science and Technology and Internet Security Research of the Chinese People’s University stated that a distinction should be made between virtual currency and block-link technology, such as Bitcoin. The closure of the virtual currency exchange and the ban on Bitcoe platform transactions do not conflict with the current intensive development of block-link chains; only financial crimes such as the expulsion of counterfeit block-links, distribution using virtual currency trading platforms and other tools, and the illegal collection of funds, can create a healthy financial science-tech ecological environment for the development of the block-chain.
据了解，世界各国对比特币的态度目前不尽一致。以日本、新加坡、英国、澳大利亚为代表，对比特币的态度较为宽松；美国各州态度不同，总体采取牌照化的监管模式。
With Japan, Singapore, the United Kingdom, and Australia, the attitude is more liberal; the states of the United States have different attitudes and generally adopt a model of license-based regulation.
“从监管潮流来看，我国跟国际的趋势有所差异，我认为，比较理性的方法是，不是全部关掉交易所，而是抬高交易机构的入场门槛、设定严格的要求，将所有数据处在监管之下，这样也有助于为区块链和虚拟货币的发展创造好的环境。”邓建鹏表示。
“In terms of regulatory trends, our country differs from international trends, and I believe that the more rational way is not to shut down all exchanges, but to raise the entry threshold for trading agencies, set strict requirements and keep all data under control, which would also help to create a favourable environment for the development of block chains and virtual currencies.” Deng Jianjun expressed.
