新華社瀋陽8月5日電（記者丁非白）為進一步提高企業融資效率，國家外匯管理局遼寧省分局積極開展跨境金融區塊鏈服務平臺業務試點工作。近日，中國銀行葫蘆島分行通過跨境金融區塊鏈應收賬款融資業務成功為遼寧世星藥化有限公司提供33萬美元融資支援，標誌著遼寧首筆跨境金融區塊鏈服務平臺試點業務正式落地。

In an effort to further improve the efficiency of corporate investment on August 5th, Xingyang Xinhua (Reporter Jingfeng), the Xinning Division of the National Bureau of Foreign Affairs has been actively working on a cross-border financial chain service platform. In recent days, China’s Bank Xing Island branch has successfully provided $330,000 in financing support to Xingxing’s Pharmacy Ltd., marking the official landing of Xinning’s first cross-border financial sector chain service pilot.

跨境金融區塊鏈服務平臺是國家外匯管理局創新應用區塊鏈技術建立的包含銀行與企業間可信資訊交互、真實性核驗和貿易融資實時互動等功能的跨境金融信用生態系統。通過跨境金融區塊鏈服務平臺，銀行可快速準確辦理企業融資項目審核和信貸授信查證，不僅融資審批時間大幅縮短，企業融資效率大幅提升，還使銀行涉外業務風險管理能力得到加強。

Cross-border financial sector chain service stands as a cross-border gold

國家外匯管理局遼寧省分局於今年6月份被國家外匯管理局確定為“跨境金融區塊鏈服務平臺”業務推廣試點單位。依託“跨境金融區塊鏈服務平臺”，國家外匯管理局遼寧省分局首期推出“出口應收賬款質押融資”和“企業跨境信用資訊授權查證”兩大應用場景，後期還將陸續推出“資本項目支付便利化”和“服務貿易稅務電子化”等應用場景。

In June of this year, the Xinning Division of the National Bureau of Foreign Affairs was identified by the National Bureau of Foreign Affairs as a pilot project for the Transfrontier Financial Sector Chain Service Platform. The Xinning Division of the National Bureau of Foreign Affairs launched two major applications, namely, Export Receivables Merger and Cross-Border Credit Certificates, and will continue to do so in the future, such as “Investment Payment Facilitation” and “Service Trade Tax Electronicization.”
