为探索中国Web3.0与数字资产落地的可行性，2023 Web3.0创新大赛的系列活动之“渝”见重庆两江协同创新区-明月湖“Web3.0战略发展与监管合规研讨会”于2023年11月17日在重庆成功举办，这也是数字资产创新探索计划（DAPP）的第三次研讨活动。中国信息通信研究院云计算与大数据研究所大数据与区块链部副主任庞伟伟主持本次会议。
In an effort to explore the viability of the Web3.0 and digital asset landings in China, the “single” of the series of events of the 2023 Web3.0 Innovation Competitions was successfully organized on 17 November 2023 in Chongqing at the “Web 3.0 Strategic Development and Regulatory Compliance Seminar” in the Lake of the Moon, a third event of the Digital Asset Innovation Exploration Programme (DAPP). The meeting was chaired by Pan Wei Wei, Deputy Director of the Big Data and Block Chain Department of the China Institute of Information and Communications Research.

姜春宇讲解了2023 Web3.0创新大赛的最新进展。“2023 Web3.0创新大赛”于9月8日启动以来，引发社会各界热烈反响，来自全国各地的高校、科研机构、企业、行业协会等广泛参与，截止目前，已有超过300个项目报名参赛。截至11月16日，本次大赛活动参赛总人数共计544人，收到的作品总数共计222项。内地赛区已于11月13日完成线上初赛评审工作。大赛组委会将于12月7日-8日举办内地赛区决赛活动，12月14日-15日举办香港赛区决赛活动。
Since the launch of the 2023 Web3.0 Innovation Competition on 8 September, there has been a strong response from all sectors of society, with broad participation from universities, scientific institutions, businesses and industry associations from all over the country. To date, more than 300 projects have been registered. As of 16 November, the total number of participants in the competition was 544 and the total number of works received was 222.

赵炳昊以《全球Web3合规发展之道及监管沙盒探究》为题，详细阐述了全球发展Web3面临的法律和监管挑战；香港是如何重拾Web3信心，并与内地进行积极联动；全球Web3监管沙盒的发展现状，以及中国Web3监管沙盒的可行路径。
Zhao Binglong elaborated on the legal and regulatory challenges to the global development of Web3 under the theme " Global Web3 Compliance Development Pathways and Regulatory Boxing " ; how Hong Kong regains Web3 confidence and engages actively with the Mainland; the current state of global regulation of sandbox development in Web3; and the viable path of regulation of sand box in China.

刘文彬发表了《Web3.0时代交易服务新趋势——易链星云Web3.0生态服务实践》的主旨演讲。其指出在交易服务的跃迁与升级中，Web1.0是电子支付时代，Web2.0是移动支付时代，Web3.0将是数字支付时代。Web3.0时代交易服务将呈现为三大新趋势：支付服务场景化、数字资产流通体系化、交易服务生态化。其中数字资产流通体系化，首先需要构建聚焦交易服务的可信区块链基础设施。
Liu Wenbin gave the keynote address in The New Trends in Trade Services in the Web3.0 Age - The Eco-Service Practice of Web3.0 in the Web Nebula. He pointed out that, in the leapfrogging and upgrading of trade services, Web1.0 was the time of electronic payment, Web2.0 was the time of mobile payment, and Web3.0 was the time of digital payment. Web3.0 was the time of trading services to emerge as three new trends: a pay-for-service scenario, a digital asset flow system, and the eco-systemization of trade services.

陈宋科表示，腾讯云深耕在产业区块链领域，以数实融合为核心理念，基于“长安链”底座打造全套区块链解决方案，服务各行业，利用区块链技术提升数据和资产的流转效率。未来腾讯云区块链还将继续提供区块链服务，尝试在合规的前提下，参与区块链基础设施技术层服务的建设运营，探索区块链技术在传统资产数字化场景的更多积极应用；努力利用区块链能力，打破万物边界，建起数字世界到真实世界的可信桥梁。
Chen Songko stated that tsong cloud farming in the area of industrial block chains is centred on the concept of digital integration, building a whole set of block chain solutions based on the base of the “long safety chain” to serve industries, using block chain technology to enhance the efficiency of data and assets flow. The future tsing cloud block chains will also continue to provide block chain services, attempting to participate in the construction of the technical level of block chain infrastructure services, subject to compliance, exploring the more active application of block chain technology in the digitalization of traditional assets; and working to harness the capacity of the block chain to break the borders of everything and build a credible bridge between the digital world and the real world.

王育健介绍了区块链服务网络（BSN）的相关情况。他在演讲中介绍了BSN的技术架构以及BSN-DDC基础网络和BSN Spartan网络的情况，并重点介绍了BSN延安链，这是一条部署在DDC网络上的权威官方应用治理链，专门用于提供具有公共服务属性的官方应用，例如中国信通院与中国移动设计院共同推出的可信区块链运行监测服务平台（TBM）等。最后，王育健谈到BSN的使命是推广互联网新公共层的概念，构建公共信息化系统的基础设施，并表示BSN期待未来会有更多类似的项目，共同构建起下一代可信互联网。
Wang Yuqian gave a presentation on the BSN technical architecture and the BSN-DC foundation network and BSN Partan network, highlighting the BSN Janyan chain, an authoritative official application governance chain deployed on the DDC network dedicated to the provision of official applications with public service attributes, such as the Credible Block Operation Monitoring Service Platform (TBM) launched by the China Information and Communications Institute and the China Mobile Design Institute. Finally, Wang Yuqian spoke about the mission of BSN to promote the concept of a new public layer on the Internet, build the infrastructure of a public information system, and stated that BSN looked forward to more similar projects in the future to build a credible next-generation Internet.

本次议题以“Web3.0战略发展与监管合规”为主题，围绕Web3.0、监管沙盒等议题分别与参会嘉宾、专家进行探讨。北京大成律师事务所高级合伙人肖飒表示，随着社会的不断发展，web3.0技术已经日渐完善，但随之而来的技术风险以及伴随而生的法律风险却愈发难以预料和防范，在这样的大环境下，新型的监管模式必不可少，监管沙盒应运而生。
Under the theme “Web3.0 Strategic Development and Regulatory Compliance” the topic was discussed separately with the panellists and experts on Web3.0, and with regard to the sand box. The senior partner of Dae-jung’s law firm in Beijing said that, as society evolved, the technology of web3.0 was becoming more sophisticated, but the attendant technological risks and associated legal risks were becoming more unpredictable and less predictable. In such an environment, new forms of regulation were essential, and the sand box should be brought to life.

针对市场操纵、不透明的信息披露、技术缺陷，以及有关安全和合规性等问题，数字资产创新探索计划DAPP与行业参与者联合发起《数字资产行业自律公约》，旨在为所有参与者提供一个公平、透明和可靠的交易环境。
In response to issues such as market manipulation, non-transparent information disclosure, technical deficiencies, and security and compliance, the Digital Asset Innovation Explorer, DAPP, jointly with industry participants, launched the Digital Assets Industry Self-Regulation Convention, which aims to provide a fair, transparent and reliable trading environment for all participants.

2023 Web3.0创新大赛由可信区块链推进计划与香港Web3.0协会联合举办，中共重庆市委网络安全和信息化委员会办公室、重庆两江新区管理委员会、中国通信标准化协会承办，中国信息通信研究院等单位协办，共分为内地和香港两个赛区，每个赛区分别组织“数字信任”“数字权益”“数字生成”三大赛道下的专属赛题，每个赛道分别评审和获奖。大赛共设百万奖金池，将为获奖团队成果落地提供人才奖励、研发补贴、产业资助等支持。12月在重庆和香港分别举办线下决赛及颁奖典礼活动。
