11月20日，人民银行副行长易纲在某论坛上首谈比特币。易纲表示，从人民银行角度，近期不可能承认比特币的合法性。但他同时认为，比特币交易作为一种互联网上的买卖行为，普通民众拥有参与的自由。此外，易纲还指出比特币“很有特点”，具有“启发性”，个人会保持长期关注。
On November 20, the Vice-President of the People’s Bank, Yee-yung, opened a forum with Bitcoin. He said that it would not be possible to recognize the legitimacy of Bitcoin in the near future from the perspective of the People’s Bank.
易纲表态的背后是近两周中国比特币市场的迅速火爆，从国内最大的三家比特币交易平台BTC中国、okcoin和火币网所显示的数据来看，11月前20日比特币日平均交易量较上月同期均有两倍以上的增长。
Behind this is the rapid bursting of the Chinese Bitcoin market in the last two weeks, which, according to data from the country's three largest Bitcoin trading platforms, BTC China, Okcoin and the Signal Network, average daily transactions in Bitcoin increased more than twice as much in the first 20 November as in the same period the previous month.
11月19日，美联储主席伯南克致信美国参议院国土安全和政府事务委员会举行的听证会，表示美联储无权直接监管虚拟货币，认为比特币及其他虚拟货币“可能拥有长远的未来”，并申明“谨慎祝福”的态度。受此影响，当日比特币币值一度突破8000元人民币。
On November 19, US Federal Reserve Chairman Bernanke wrote to the US Senate Committee on Homeland Security and Government Affairs at a hearing, stating that the Fed had no direct authority over the virtual currency, believing that Bitcoin and other virtual currencies “may have a long-term future” and affirming an attitude of “careful blessing.” As a result, the value of the bitcoin exceeded RMB 8,000 on that day.
币值“过山车”引发交易量激增

进入11月，比特币币值开始剧烈变化。11月1日，各大交易平台给出的比特币买入价大约为1比特币1250元，而10日这一数字攀升至2000元附近。更为夸张的是，18、19日两天，比特币币值从3000元开始持续攀升，并在19日达到最高点8000元后迅速回落，当天报收于5200元。20日比特币继续下滑，截至记者发稿时，其币值基本稳定在4300元左右。

在比特币币值迅速涨跌的同时，各交易平台的交易量也急剧增长。国内最大的交易平台BTC中国10月份日均交易量为18474.2比特币，而11月份前20日该数据为56273.3，同比上涨204.6%。18、19、20日三天，该平台日均交易量达96373.2比特币，其中19日当天更是突破了10万大关。
At the same time as the value of bitcoin is rapidly rising and falling, the trade volume of the trading platforms has increased sharply. The country’s largest trading platform, BTC China, averaged 18474.2 bitcoin per day in October, compared with 56273.3 in the first 20 months of November, an increase of 204.6 per cent in the same year.
此外，交易量排在第二、三位的okcoin和火币网增速更为惊人。okcoin和火币网上月日平均交易量分别仅为6036.84和4943.16比特币，这两个数字本月增至30645和33699.7，增幅分别为407.6%和581.7%，且19日两个平台的交易额也都突破了6万比特币。
In addition, the number of transactions has increased even more dramatically in the second and third rows of the Okcoin and the gunnet networks. The average monthly traffic volume of the Okcoin and the gun is only 6036.84 and 4943.16 bitcoin, respectively, which have increased to 30645 and 33699.7 in the current month, an increase of 407.6% and 581.7%, respectively, and the volume of transactions on both platforms has broken over 60,000 bitcots on 19th.

记者还了解到，在比特币从8000元峰值开始下滑以后，各平台陆续出现集中提现的情况，投资者显示出一定的观望态度。以火币网为例，19日平台提现量超过3000万元人民币，20、21日则达到4000万元左右。

交易平台希望出台监管

提及易纲关于比特币的表态，多家平台均向记者表示对投资者而言是利好消息。前述某平台CEO认为，人民银行不承认比特币的合法地位是意料之中，但易纲表示比特币是互联网交易自由，不会直接干涉则说明比特币在中国的发展得到了监管部门的默许。
The above-mentioned platform CEO argues that the People’s Bank’s failure to recognize Bitcoin’s legal status is unexpected, but that the latter’s freedom of Internet transactions, without direct interference, suggests that Bitcoin’s development in China has been sanctioned by the regulatory authorities.
另一方面，日前伯南克的表态也呈现类似的意见。伯南克提到美联储只有权管理由其发行、清算或分配的实体货币产品，并监管银行业机构，而无权直接监管虚拟货币。因此，美联储暂时没有制订针对比特币的监管计划，应该为它们提供相对自由的市场。但有朝一日或许能“促进一个更快的、更安全、更有效的支付系统形成”。
On the other hand, the former Bernanke’s position is similar. Bernanke refers to the Fed’s exclusive authority to manage the real currency products that it issues, liquidates, or distributes, and to regulate banking institutions, rather than direct regulation of the virtual currency.
但上述平台CEO表示，对于交易平台而言，央行近期不会监管比特币并非其所愿。由于比特币的交易平台开设门槛较低，只要搭设网站引入第三方支付即可实现交易，目前没有具体监管机构参与，随着比特币的大热一定会涌现出大量的竞争对手。更重要的是，由于比特币是基于市场信心的虚拟货币，一旦密集出现不良交易平台“跑路”等现象，将对比特币的币值造成巨大损害，进而破坏整个市场的秩序。
However, the above-mentioned platform CEO states that central banks will not be able to regulate Bitcoin in the near future. He further explained that, in addition to trading platforms, a number of downstream industries based on bitcoin, such as bitcoin lottery, had been created in the country, which had actually exceeded the scope of financial regulation, but posed significant risks to participants.
